Darrell,

I don't think there were any answers from Bill that were not straight.  If
you look at George's original post, his question wasn't very clear.  George
said something about putting the bid on the table not who signed for the
shipment.

I know I sure didn't understand what he was asking.

When George cleared up his question, Bill answered that he had not signed
for the bid but it looks like he corrected that information in the same day
when he finally understood the question.

So Bill did receive the "bid" on behalf of the board.  That just means they
got it.  When?  Was it in time for the board to condider?  We don't know.
Perhaps George can add that information since he knew Bill signed for it.
