I would assume you are finding out the joys of A-36.  It is what you buy at
your generic steelyard but it is not mild steel.  It may be in spots but in
others it is tool steel.  God knows what all is in the vat and how well it has
gotten mixed.  We have all heard stories of something forged from A-36,
quenched and then just a leveling or closing tap on the anvil has resulted in a
break.  I have certainly hit hard spots in A-36 that are very noticeable in
forging, drilling, tapping, and sawing.  I believe it is just the nature of the
beast with A-36
