Low hydrogen rods, per code can be dried out once and still used. It depends
on the level of deterioration of the flux. If they have gotten wet, I'd toss
them.
BTW I forgot on the 1 1/2" it was for AC welding. The 7014/7024
recommendation was based on DC being available.

Question... if rod has "become damp", can it be dried?  Does it become
"dead" at some point?   "I know a barn"... second hand info, but if it
can be "salvaged"....
