I dopn't quite get the notion of "download certain characters".  I do
note that Ralph's posts have a header like:

ralph>                Content-Type: text/plain;charset="iso-8859-4"

while header lines like:

[email protected]>   Content-Type: text/plain; charset="us-ascii"

are more typical in email.

koka appears to be using Microsoft Outlook Express 6.00.2600.0000 to
read mail.  Does Outhouse Excess have some setting that automatically
tries to download a charter set spec, font file or the like from M$'s
servers when encoutering a mail header specifying a character set not
already configured on the local machine?

If so, this could lead to a Windoes notice that "character <something
yadda yadda> is being downloaded".
