Depends on scrounging but all new for 2.4x1.2m (4x8) would be around
$1500-1800 here in Australia, half that in USD, plus software, of which
there are plenty of cheap shareware options in the 50-100 dollar range. Plus
a couple of fulltime weeks to build it.
Mine cost me about $1100 and several weeks of "bit here bit there" to build
it. Finding used motors ,toothed rails and linear guides will help the
price. There is another option that I thjought of and that is using an
aluminium extrusion company like "minitec" and buying an off the shelf xy
table which has the motors, guides etc already setup and ready to hook up to
the cnc board, this just takes the "engineering" out of the building part
and saves a lot of time but will cost more than building from scratch, you
are getting industrial grade gear though. I didnt do this but did use some
extrusions in my table and looking through their paper manual was amazed at
what you can build with extrusions.
