[TheForge] Burner "flares"?

One thing that I've read on Ron Reil's page and elsewhere is that the
step from the straight tube to the flare is very important. Since I've
seen many burners that work with just another short, straight, tube at
the end, is that step what really does the job? Is the tapering of the
flame-holder doing anything, considering the tapered section is really
only about 2 inches?
