I"ve had a similar experience, but not with S-hooks, just with parts that 
were fullered way down breaking at the neck if quenched from red or if 
forged into black from dull red.  As for A36, it has a standard 
specification of a max carbon content of 0.26% up to about 2" 
thickness.  At 2.5" the spec is max 0.27% and the highest allowed carbon is 
in plate over 4" and that is only 0.29.  So, if you were having A36 shatter 
like glass I would suspect that it was for some reason other than the 
carbon content.  1095 sounds more like W1 (0.95-1.10% carbon).  But if you 
really want to bet your bottom dollar that you had A36 at close to 1095 
specs, then I'll take that bet.  <friendly smile>
