Pretty sure it's a heading vise but I'm not real clear on just how it
was used.  I used to have one that I got with a bunch of other stuff
in western Mass.  One jaw was on a pivot so that it would adapt to
differing angles of grip on different sizes of objects.   It had a
shelf on the front, I guessed to hold some kind of forming tool, and a
ratchet affair that would lock it closed.  I swapped it off in a
deal to get some equipment stored for a few years because it didn't
seem to be real useful.  Kinda regret I did now.
