It does sound like a bolt-heading vise. If so, it would probably pre-date the manufacture of bolts. Bolts used to be made one at a time, just like nails were. The bolt-heading vice represented an advancement over the ordinary bolt-header (like a large nail-header). I've seen pictures of such a vice and your description fits, but I don't remember where I saw the picture. Contact me offline if you'd like me to check my books for it: [email protected]

A couple years ago I came across a unique vise that
set on a cast iron base and bolted to the floor. It
was about 36" tall and had a foot pedal in it, such
that when you stepped on the pedal, it would shut the
jaws. It also had a rig on the side of it so that one
could slide a sort of anvil up and down under several
collars that would hold different sized rounds.
Someone said it was a railroad vise, used on the back
of the Caboose and someone else said it was a bolt
header's vise. Does anyone know of what these things
are called and where I might find one?
