I have quite a few stake tools collected from all over: made by both
good and poor smiths, original Atha tools, ones I've made etc., with
several sizes of stakes.  So I have a set of two (or is it 3?) inserts
for my main anvil, made by wrapping a suitable thickness of sheet
around a stake, then flaring one end of the resulting tube.  The flare
keeps it from falling through the hardy hole.  Because the insert is
open at one corner, it's just a tad springy and doesn't get badly
wedged in place.

I have a 305# PW with, IIRC, a  ca. 1 1/8" hardy hole.
