The front panel switches have been known to have their contact strip come unglued from the plastic shaft. I have not had the pleasure of digging in there and reglueing the contacts but I am sure others have. The first step is to make sure you can recover the contact(s), hopefully they are still floating around inside there. Then you have to gain access to the switch(s). HP may have made this easier than it looks if the front panel can somehow be swung away from the mainframe then you may have an easy time of doing this repair assuming it is a contact reglueing job and not something else.
