These were often used in early research work in radio and physics. Other devices like transfer oscillators, similar were also used for such work.
These sorts of instruments not only allowed measurement in frequency but accurate measurements of signal amplitude and by shifting a signal to an audio range they could
be used indirectly as a spectrum analyzer to observe sidebands of AM signals and such.
In its day instruments like this were leading edge research instruments only found in well funded labs. I'd hate to see it scrapped.

This is a very old and very large and heavy instrument- its panel height is
roughly 24 inches and its about 19 inch rack width.
It is currently under threat from its owner to be sacrifced to provide a
supply of BA screws. I am trying to get enough information about it to
prevent this from happening.
