Check out Bird 4273 and 4275 variable rf samplers.  I have used them and
they work fine.

  If you are going to check a transceiver, don't trust that you have the
power setting right.
Have lots of attenuation between the transceiver and your spectrum analyzer.
A directional coupler or capacitive pick-off will serve this purpose.
