Sounds like three options to me

1 - Fluke 6060A/B, 6061A etc.
2 - HP 8656B (990 MHz)
3 - HP 8567A
4 - HP 8660C/D with 86631B and 86602A or 86603A (2,600 MHz)
5 - HP 86626

Over seas

6 - Wayne Kerr 2400L US Military SG-1207A/U
7 - Marconi 2018
8 - Marconi 2200 family

The 8660's and 8662 can run as a sweeper.

Getting lower noise is going to be hard to do below $600. All the above can
be found for
$50 to $400 if you take your time and don't mind doing some repair work.
The first 3 above many times will show up for under $200 with output
amplitude issues.
90% of that time it is a simple attenuator fix. Theres a bunch of small
rubber
"O" rings that dry up and crack.

The 8660C or D is by its age a pretty complicated. The 8662A is the next
generation with
out plugins. A bit less complicated. Most issues are caps that have dried
up,
opened up or shorted. But still a shock the first time you take the covers
off and see all
the modules and cables.

Options 1,2, and 3 are limited in the number of digits you can select, but
of your going
from Measurements 80 that's not an issue.

I can think of two other brands. Marconi, their model 2018/2019 look like
they were competition
to the Fluke and HP 8656/7 families.And there is the 2022's A lot of them
started showing
up this year on the usual site and flea markets. I last year picked up 5
Wayne Kerr 2400L for $400.
All had issues but ended up with 3 working and sold them. From memory the
2400L was a cost
reduced 2400A to steal the SG-1207 market from HP. From the USA parts for
the Brit stuff
may be an issue, love to hear what the group thinks.

All the above are coming down in price fast. The next generation generators
are starting
to show up on the surplus market. I've seen all the above sell for less
then $200 if your there
at the right time and place.

Before I got my 8665A with its low noise option 004, I used a combination
of a 8640B
when I needed a clean signal and a 8660D when I needed accuracy and or a
sweep
frequency below my 8350B.

For me, the only generators above the qualify for receiver work are the
8640B and the 8664A/B

But then a Measurements 80 looks pretty scary on a spectrum analyser. I
guess it is
what your doing with a receiver.
