Hi Ed. I have several of these meters. In addition to two different spellings of the name: "Sunwa + Sunwai", they are all different inside....
This company make a LOT of different models, even within the 360 family......
The one that had a problem has SM resistors, the others (newer) have regular resistors. My problem was one of the two parallel SM resistors for X1 was broken. Strangely enough, at each end of the SM resistor part of the circuit, there was a through hole for a regular resistor. I just selected a value that gave me a accurate mid-scale reading on X1.
The meter is ultra simple and yes, Zero ohms is full scale.
Off to other vexing projects....

Re: Sanwa YX-360TR mutlitester manual, Parts List, page 24 -

I see that R21 (19 Ohm resistor) used for X1 scale of the imported VOM
is shown in the parts list as "shunt", 
along with several other resistors used for Ohms readings.

Too bad they didn't include a schematic.  It sounds like they're using 
a separate current generator circuit and DC voltmeter circuit
across the sense terminals, like a VTVM or DMM Ohms circuit,
unlike the simple series Ohms circuit used in a Triplett 310 VOM.

Is zero Ohms full scale reading of the meter, like a standard series 
Ohmmeter?
