[Test-Equipment] Need recommendation for accurate low level DVM

I found a very good, but not quite a Fluke at :owe's about 2 or 3 years ago.

Its price was a little below a Fluke, and I have found it accuracy 
equivalent to an HP-410B.

It had one additional function, temperature, by use of a thermocouple 
that was included

The brand name is "Ideal".  It fits in with what I do, and doesn't cost 
so much as a Fluke.

I've compared the accuracy with the HP-419B, and find it spot on.

Of course, YMMV.
