In case you can't find someone local,
I have a B+K model 830 digital capacitance meter.
It can read out to +/- 1 nF of a 0.5uF cap, but its accuracy
isn't as good as its 3-1/2 digit resolution.  If you will also 
send your standard 0.5 uF capacitor, I could meter both your 
0.05% standard capacitor, and your replacement set 
of polystyrene capacitors. That would
get you to at least to the +/- 1 nF accuracy point.
