[Test-Equipment] Meter movement on Eico 249 VTVM

Static buildup on plastic (acrylic, typically) meter windows can pull the
needle 'way off zero, but it's easy to diagnose: just breath on the window -
if the needle returns towards zero, then the fabric softener treatment may
save you a lot of heavy breathing for a while. But if the breath test
doesn't make anything happen, then the problem may be mechanical, e.g. a
bent needle or the zero adjustment becoming disengaged from the zeroing
arm. In that case, one must open the case. Most of the plastic meters
I've worked on can be opened by removing it from the instrument and prying
gently into the gap between the meter case and the edge of the face from
the backside. But I've no experience with this particular instrument.
