Skip the 5 volt reference and add a 10-turn precision pot with 0.2% or 0.1% linearity and a turns-counting dial to the output of the 10 volt reference.
I like the AD581L; it's laser-trimmed to +/-0.05% accuracy. Only $22 at DigiKey/
