[Test-Equipment] Another boat anchor - Del Electric High voltage supply?

A DC hipotter is good for checking for insulation failures in high
capacitance systems, like coax, where an AC hipotter would fail just
due to the 60 Hz reactive load current.  Just bring the test voltage
up slow enough to keep the mA meter below half-scale.
