The normal operating range of the GR Type 1602-B UHF Admittance Meter and VSWR Bridge is 60 MHz to 1.5 GHz, although a frequency correction can be applied to the susceptance reading to extend the range down to 20 MHz. I own one that I have used to characterize FM antenna systems as recently as last year.

I concur that the described Harris instrument is not a rebranded GR instrument. The presence of some GR parts is not unusual. GR sold a variety of components to other manufacturers, including their GR874 and GR900 connectors (usable from DC to at least 8.5 GHz) and GR874-Series and GR900-Series accessories, such as adaptors and precision terminations.
