I recently got a TH2821B LCR bridge form China it can measure ESR as well as
other LCR functions it seems to work well for evaluating electrolytics for
value and ESR.  I comes with Kelvin clips as a standard accessory.  SMT
tweezers are an available (extra cost) accessory. I got mine for about
$100US from a internet distributer in China they are also on eBay. There is
also a more expensive model TH2821A that adds a forth test frequency option
of 10 kHz and has a built in rechargeable battery for about $100US more but
I liked the TH2821B for price/features ratio.
