Hi. I have 2. The el-cheapo one was purchased from MAT Electronics. It 
is P/N MUL-3333. It works, but my only complaint is that it's analog 
meter has insufficient resolution when measuring small ESRs.
I also bought a Peak brand meter. This thing is a gem. It will 
discharge the cap before testing (within reasonable limits!!). It gives 
you both the value in uf and the ESR.
I am just thrilled with it's performance! I use it on every 
electrolytic cap in the radio I'm restoring.
Note: this (nor will other ESR meters) work for small value coupling 
and bypass caps. For this you need a 'leakage' tester and the caps must 
be tested at RATED voltage.
I have buckets of bypass and coupling caps that will measure their 
marked capacity when tested with my NIST traceable bridge (9VDC). 
However, they ALL leak when tested at, say, 600 VDC. Some will leak 
550+ V at that value.
An old TO-6 works great.
So, you need both an ESR and Leakage tester to cover all the bases.

Have a look at the Capacitor Wizard at www.midwestdevices.com. It' s 
kind of
expensive, but works very well.
