Lee,

I have used the Dick Smith ESR Meter,
the first version. It can read down to
.01 ohms. I have also used it to find 
shorted components on PCBs. 
It sold as a kit form, I think about $50
several years ago.

But, as I look up the information, it looks
like it is no longer sold by Dick Smith.
But there are some companies that make similar
ones, here is a link with them:

The one from Russia looks interesting.
