The manual is now in Russian and I'm thinking how to make the machine
translation better or completely rewrite it.
No. There is a pair of anti-parallel diodes across the input to shunt
out low voltages. The meter is designed for testing caps in circuit
when the power if off and the caps are discharged. The key function of
an ESR meter is to identify caps where the electrolyte is no longer
working properly which leads to higher peak voltages and hum on the DC.
That this meter also can measure capacitance is a secondary function.
The ZM-11 will test caps at up to 500 V.
