[Test-Equipment] Should I Import this ESR Meter?

I'd gladly buy one at a reasonable price.

It would be helpful to have a good user manual, 
including the significance of the ESR result obtained.

Will these test "boatanchor type" high voltage 
electrolytics (suitably discharged !) ?
