Such an approach doesn't include the needs and wants of the members. 
It's like increasing airport security to include strip searches "to 
keep us all safe". At what cost to the user? (It's an analogy... 
let's not get carried away with it.)

In my experience much of the spam I see is from viruses infecting 
Microsoft mail applications that send spam to everyone in the owner's 
address book.

I doubt that more than a small percentage of spam is from list harvesting.
