Deviation can be measured several ways. The most popular 
method is with a discriminator that is calibrated. Once the 
discriminator is calibrated a true RMS AC voltmeter can 
measure the deviation of the demodulated signal. To 
calibrate the discriminator/voltmeter it is common to use 
the well known carrier null method. For a sinewave frequency 
modulation at a specific audio frequency, the modulating 
amplitude can be raised from zero until the RF carrier is 
nulled. This is a specific defined and mathematically 
calculated (using Bessel Functions) value of modulation 
index which is a combination of modulating frequency and 
deviation. Specific numbers and equations can be found on 
the net.
