If all that is wrong with you meter is that it binds, or will not zero, it
is easily repairable. It has small metallic particles in the meter
movement.
You can remove them by first cutting narrow slits of cellophane tape. Using
stainless steel tweasers, stick the tape down along side the moving parts of
the meter. The metal fragments will stick to the tape. Change the tape
frequently to avoid recontaminating the meter when you move the tape through
the meter movement.

Looking for the analog panel meter used in the Heathkit IM-5248 and IM-5258
distortion analyzers, Heath PN 407-714. This has a 200uA, 1400 ohm, 100
degree movement. Cosmetics can be terrible, but movement should not bind
and should be able to be zeroed with the mechanical tweak.
