It's in the name:
It's a meter for "Frequenzhub" - the deviation or sweep width of
frequency modulation.
From the frequency ranges you gave I would guess it's indeed used in
the classic TV transmission/reception field. I doubt, however that it
displays the TV picture - more likely the transmitted spectrum and/or
waveform. Interesting anyway ...
