I've carefully re-inspected the gears. The gears,
etc are metal. Indeed the panel the capacitor
gangs and filter are mounted on looks silver plated!
The gears look like they have never had any grease-
like material on them. There is a faint, dirty dry
powder-like stain where the gears meshed. I thought
it was just "work stains" but it could have been a
light dusting of graphite.
This is a premium Harris Prefilter for a shortwave
radio. It's pretty impressive; it is a bandpass
filter that automatically tracks the radio, providing
a narrow bandpass with about 30 dB out-of-band
suppression. This prefilter occupies a 19" rack
space, 6" high. It's amazing what can be done on a
military budget...

It seems to have two identical filter assemblies;
one left, one right, running front to back.
The long strips running front to back have tiny
magnets. The strips run over a bunch of reed
switches; they're relays switching in and out the
coils and various gangs of variable caps.
