You can download a copy of the manual from the US Army Logistic site at 
https://www.logsa.army.mil/etms/online.htm

Go to the site and click on "I Accept"

Then click on "Enter the site"

You will get a page allowing you to search on a number of different ways, I 
usually use the Pub Title Text search.

Enter 403B in the blank box and click on search at he bottom.

You will get two responses. One will be for the HP403B manual.

You can then select the manual and download it in the acrobat file format.

Best of luck. There are thousands of manuals available at the site. You may 
get a large number of responses if you do a search such as "signal 
generator" You'll have to review the titles received to see if the one you 
need is there.
