I haven't seen a 606A for years, but you can remove the meter, check the 
rear to see if
the small screws around the periphery of the movement can be 
removed....thus allowing
the works to slide out the back.

If it is a sealed meter, it may have a solder seal around the front 
circumference (around the glass)
which can be heated and allow access to the interior.

In either case, you can remove the dirt or obstacle causing the meter 
movement to hang up by:
1. using a can of dry air to blow through the area around the armature coil 
and center magnet to remove the dirt, or
2. using your own air through a straw to focus it on the area, or
3. using a thin narrow piece of paper, sliding it between the armature coil 
and the magnet center piece.

This, in 99% of cases, allows the movement to again go full scale freely.

Do your best to "act like a jeweler" and treat it carefully.....
