Glad to know someone else is into those old HP signal generators!
Since there's apparently a mechanical obstruction in the meter movement, it
might be worth disassembling the meter and trying to locate the problem. I
don't have a 606, but I have a 608 with a round meter and a 612 with a
square meter, and both types look like they can be opened with small tools.
On an HP 400-series VTVM, I had a similar problem and found that the cutout
in the plastic meter scale, where the mirror was inset, had a tiny sliver
hanging off the edge and catching on the pointer.
