I have seen these dipped Tantalums fail with some regularity. I had one on a 7L5
take out a 7704A power supply. They seem to be somewhat failure prone, and
sometimes go up n flames damaging the circuit board, which is a whole lot worse.

I know of no approved replacements. IMO, they are pretty cheap audio grade
parts.
