[Test-Equipment] Capacitance meter

The L/C Meter IIB from http://www.aade.com is as good as it gets, really,
for small values of C (less than a microfarad).

It makes an amazingly-good inductance meter, too.  I haven't had to fire up
the old GDO since I received the AADE meter.
