[Test-Equipment] Capacitance meter

A while back (maybe a year or two ago) on this list someone made 
reference to a capacitance checker that was very accurate, 
inexpensive and a kit.  I thought I had saved the post but an 
extensive search of my server hasn't revealed it.

I'm hoping someone remembers the manufacturer and can point me to the 
correct URL.
