Er...  Why not get a CD4046 instead of a "close" NTE part? Jameco, for
one, lists CD4046 in their current catalog at a whopping $0.49 (that's
49 cents) in lots of one. That "AF" appended to the part number may
designate a part that is selected for some particular characteristic.
So, for 37 cents each in lots of 10, you can buy 10 "plain" CD4046's
from Jameco and do your own selection. I see that you will pay $2.35 for
*ONE* NTE device from Mouser!
