[TenTec] OMNI-VI+ tuning knob doesn't change the frequency

Looking at the schematic, the serial data comes in for the leds and the
clock, etc. on a 5 pin connector. Does the clock work? If so, then you can
limit your investigation to the display driver or display board and their
connectors. If the clock doesn't work, then I suspect there is no data
update on the 5 pin connector. I am assuming the display is lit up...
If the data and the load signal aren't at the 5 pin connector, then you have
to trace back on the logic board to see where they (don't) come from. I'll
look some more if that's the case.
