The best tube checker in the world is the unit itself.
 I have seen tubes that check out as "excellent" on a
tube checker that would not function at all in a
particular set.  I have also seen tubes that check out
as being "bad" on a tube checker function perfectly in
the unit.

Reportedly the only "real" tube checker that was ever
built (one that could check a tube under every
possible condition) was built by General Electric back
in the 1950s.  Supposedly it cost well over $1,000,000
to build (and that was in 1950s money, like 5 to 10
times more today).
