Bob,
I know some of the differences.

1) the C model designates Cubic ownership of company
2) changed the RF amp area with the C model using nuvistors in front end
3) There is a lock on the mhz dial also the dial has changed
4) the C model has USB and LSB switching
5) I dont remember what the little slide switches are for on the 250 
but the C model does not have them
6) some changes around the VFO for better stability, not sure exactly 
what changed
there are some other changes I can not remember at this time but 
basically the C was and updated 250 with fixes for the problems they 
had encountered with the original model.
