Yes, solar conditions can take effect within minutes. This is very
noticeable during ham radio contests. I was operating in the 20-meter
amateur band in a contest once and the band was open, full of signals.
Within minutes the band went completely dead - not one signal was
heard. (No, it wasn't the end of the contest!) I looked out the window
to see if my antennas had come down. They hadn't. I checked the other
bands and they were all also dead. In about two hours the bands were
back.
