does each code group represent a letter? - maybe/maybe not
a whole word? - maybe/maybe not
a part of a word? - maybe/maybe not
something else? - maybe/maybe not
code groups that are further decoded - onec again maybe/maybe not
Without actually being able to decode the message strings, there is no real way to tell. Some of the transmissions may just be red herrings to throw off the counterintelligence spooks. Anything is really possible.

I have little knowledge of how these things work but I'd have to
assume the code book would be tailored to that. What I don't know is -
does each code group represent a letter? Or a whole word? Or a part of
a word? Or something else that is further decoded by another code
book? Maybe one time pads give code groups that are further decoded by
a master code book?
