[Spooks] 5th question on NS

I have little knowledge of how these things work but I'd have to
assume the code book would be tailored to that. What I don't know is -
does each code group represent a letter? Or a whole word? Or a part of
a word? Or something else that is further decoded by another code
book? Maybe one time pads give code groups that are further decoded by
a master code book?
