Yes, there are a lot of high-power transmitting facilities around the
Earth. There are quite a few over-the-horizon radar stations. There
are several in the USA, Alaska, the Jindalee stations in Australia,
etc. The Russian Woodpecker was most likely an OTHR signal.
These transmit near-horizontal signals. The HAARP research is mostly
concerned with ionospheric effects of interactions with the Earth's
magnetic field, so the HAARP antennas mainly transmit straight up.
