Hi Jojo,
Most probably the DGI in Cuba (M08a)
They use cut numbers in their messages. That explains why C and F never appear.
1 = A
2 = N
3 = D
4 = U
5 = W
6 = R
7 = I
8 = G
9 = M
0 = T
