[Spooks] Is that HAARP on 3300.0?

Been on the whole evening of May 4 UTC, currently 30 dB over S9.   It's 
a carrier with a weird changing combination of modulations, definitely 
phase reversals and pulsing going on.

It dropped for one minute right at 0700, now it's back.  Right this 
second it sounds like a slowed down version of PSK31, and looks like it 
on the scope.

In fact it sounds like some kind of 1950s space gun Bebe Baron would 
have done with vacuum tube synthesizers.  Perfect for this scary project.
