[Spooks] Unid two-tone signal

Tonight I've been hearing a two-tone signal on 2998.5 USB from 0644 to the
time I write this at 0746.  The first tone is sent at 500 Hz, followed by a
second tone at 2500 Hz.  This repeats about every 15 seconds.  It reminds
one of an aircraft selcall check, though only one tone is sent at a time
instead of a dual tone.

With the tones zero beat, they fall on 2999 and 3001.  If this signal is in
DSB, then it would be right on 3000 sending a 1 KHZ tone, first on one
sideband and then the other.

Doesn't really seem to be a purpose behind this signal, but it is coming in
quite well at my location.  It was also heard at other locations across the
country, so is not local to me.
