What you heard was an EAM, or Emergency Action Message, a string of coded
phonetics & numbers sent by USAF ground stations to aircraft. 15016 is a
common GCCS frequency used by the USAF and EAMS are common. In fact I'm
listening to one now (2234Z) on that freq.
