[Spooks] US Number station?

Greetings!

Today March 27th (19:04 UTC), I caught on 15016.0 USB the "tail end"
of an English YL reading a suite of words out of the international
alphabet:

"papa
echo
charlie
...
standby
...
x-ray
papa
tango
...
I say again... (she then repeated the whole thing)"

There was a sudden pause (about a second) and the YL said "end
transmission". It followed by what sounded like two distinct DTMF
tones and the "sound of a phone hanging up".

I did some research. There was a log in the numbers database (ID
57838) made of the same YL, same freq reading the same thing.

I found on WUNCLUB that this is a USAF freq used for NIGHTWATCH
activity: does anybody have more info as to what NIGHTWATCH is??
